This study seeks to evaluate the most effective strategy to ensure that persons in drug treatment programs (in both methadone maintenance and psychosocial rehabilitations centers) are tested for HIV and receive their HIV test results. The Centers for Disease Control and Prevention (CDCP) have made a priority to bring HIV rapid testing and counseling into outpatient health care settings for high-risk populations, and the investigators have consulted closely with them. This protocol will feature three arms: counseling and offer of testing, information and offer of testing, and off-site referral; and determine which approach was the most effective.
