This study seeks to evaluate the most effective strategy to ensure that persons in drug treatment programs are tested for HIV and receive their HIV test results. The Centers for Disease Control and Prevention (CDCP) have made a priority to bring HIV rapid testing and counseling into outpatient health care settings for high-risk populations, and the investigators have consulted closely with them. A final version of the protocol has been approved and site selection will likely begin in spring of 2008. RELATED STUDIES
